We lodged our complaint against the Police into Hastings Law Courts 4 weeks ago. We are still waiting for it to be issued
Chief Inspector Mark Ling is the officer who said that under no circumstances would he allow an investigation against Amicus Horizon Housing staff.We have been contacted by two disabled tenants this morning who appear very concerned because they say they have been warned not to contact me, these tenants were present at the meeting with this officer when he issued his statement.

Our complaint against Mr Deane (Financial Director Amicus Horizon) has gone ignored.We have been told by a Amicus Horizon tenant that you had been told by A/H that you not to help tenants who have complaints against A/H, we do not want to make matters worse for yourselves and ourselves if this is the case.

A Social Housing landlord getting tenants to deliver meesages like this to other tenants is shocking and maybe not even legal but then who cares about that!
Hastings is a disabled town crippled by a dodgy landlord and a weak council. Disabled tenants are bullied. quite openly no one seems to care but where are these wonderful councillors?
Could you walk past an old lady being bullied by hoodies? So why is everyone ignoring the disabled being bullied by those in authority?Not one person in authority standing out by speaking out!


There are a lot of speculative comments going around about the content of the text message that led to the suspension of Chief Inspector Ling. THE POLICE SAY
So what was in the text message? A police officer says: This must be dynamite to get a Chief Inspector suspended, he then criticises the waste of public money £147. 00 per day and suggests that we will find out eventually after a week, or a month, or a year, or never.

R.C;At least the suspension will give him a break… unless I've misunderstood the nature of the duties of a "district commander", this is just one example of the all-too-prevalent abuse of the chief inspector rank.
I have to say, I'm coming around to the notion that the rank should be abolished - not because it isn't necessary, but because it's the only way to stop the abuse.

It does`nt seem to make any difference what goes on involving the disabled in this town or more specifically if it involves anything that may involve Hastings council - Amicus Horizon or a dodgy solicitor. The disabled are "Never in the Public interest" here unless it is to abuse them, bully them threaten them or accuse them of scrounging! Look higher up the page at the council squandering and its not difficult to identify the real scroungers.
We want to know the content of this text message because of the possibility that it was directed at us or our site or any disabled person or group in this town, we want to know the content because even if we are not in the public interest this high ranking public servant is?

We actually received a letter from Amicus Horizon today about our long awaited wall repair. Apparently the man who came out and inspected the wall (weeks ago) is coming out on the 21st to "inspect" the wall. Nothing changes Amicus Horizons way of making sure its out of bounds until the wnter "again" They have asked if I can attend this inspection to discuss what repairs are needed, I am rarely lost for words but I have run out of ways to explain that the bricks need to be stuck together rather than just balanced one on top of the other.
Our friendly Hastings public servant gave us an update on Hastings councils latest plans for our adaptations, It will not change anything, Hastings council what a sad bunch!

After a wait that has lasted years, kept our rooms empty for months, 12 Surveys, 3 applications all of which were approved, we have finally reached the stage where Amicus Horizon will permit Hastings council to complete another application form. This great event will take place on the 28th June 2011 if any of you would like to come along and witness please do.
We know exactly what Hastings council are doing, with this and every other application, no other Hastings council has ever sunk as low as this one has under the guidance of Amicus Horizon Housing Association.We will go through the same motions again for the adaptions even though we know it will be pointless. We will not allow ourselves to get bored or downhearted, we will just record, keep records until the day comes when these bullies are called before a judge who hopefully will at least want to know the true nature of the relationship between Amicus Horizon-Hastings council-Booker and Best Ltd - Senior Hastings Police.

Because the police are the police we have been sent quite a few complaints against them, as anyone, even the police would expect but we have not had any complaints that even resemble the seriousness of the complaints in Hastings East Sussex

Jeremy Birch has led Hastings into an era of hate and discrimination. Disabled people have no quality of life because as far as Jeremy Birch is concerned we do not exist, There is no representation, no support and no rules!. The Crown Prosecution Service told us to advise the police that they could pursue offences of disability discrimination in the same way that they would racial discrimination but Hastings Police said No.They watched us demonstrate outside Amicus Hoirzon. They watched us march on the Town Hall. They watched our roadside Protests for months!
NO INTEREST! NO HELP! NO JUSTICE!

Amicus Horizon came out today with assurances that since they changed their company name from 1066ha to Amicus Horizon there have been no more problems! they did`nt respond to the complaints listed from the four towers, or the gas safety complaints at valley view they were unaware of our repair problems and assured us of excellent service.

still claim that they are too busy to issue our summons against the Police that was filed on the 01st June and they hope to issue it next week, thas what they said last week and the week before. Funny that since we filed those complaints all replies (even the automated kind) appears to have ceased from both Ombudsman offices and every other authority that was dealing with our complaints, those unrelated to the police complaints I mean.

We have now received the preliminary decision of the Local Government Ombudsman that there was administrative fault by Hastings Borough Council and Hastings Borough Council accept that they acted inappropriately in relation to the appeal procedure.
No further progress can be made on this issue until after the appeal has been heard. I will post the full report as soon as I receive it.

Please find attached a copy of our petition (1 of 3) in support of our request for a full and thorough enquiry into the reasons why Hastings police operate a policy that deprives disabled tenants of Amicus Horizon housing association from submitting complaints or evidence to the police.
The many unsuccessful attempts by disabled tenants of this housing association to file complaints is unnatural and the amount of failed complaints by such a small group of disabled people (previously unknown to each other) suggests that a proper investigation might find that there are many more who are not known to the police at this time because of the lack of any record keeping by the police.It is extremely worrying that all of those who have been turned away are disabled and that they are also all disabled tenants in dispute with Amicus Horizon Housing Association.
We hope that you will consider our request and we ask once again if Amber Rudd will support this reasonable and peaceful complaint regarding past and present failures.
So many people all disabled, all complaining about the same named members of staff is more than coincidental. The list continues to grow and it makes the situation much worse for us all as more and more come forward after finally realising they are not the only ones, Please act on behalf of these victims and give us the same protection that you do give to Amicus Horizon Staff and their agents and associates.

Do we have a low crime rate in Hastings because they do not accept complaints?

On the 1st June 2011 we filed a complaint into Hastings county court against Hastings police. This complaint had been rejected previously because of errors so before taking it into Hastings court we took it to the Crown court office in Lewes and they gave us advice on presentation - exemption etc. When we finally submitted it into Hastings court we asked for it to be checked to make sure there were no errors. Hastings court staff went through it carefully and said it was alright.
We phoned the court a week later and asked if everything was in order and if it had been issued, they told us our exemption had been cleared but there was a delay in entering the summons on the court computers because of staff shortages.
We phoned again a week later and were assured that everything was fine but the summons had not been issued because they were too busy.
We phoned a week later and asked the same and received the same answer. It was at this point that I complained because I was aware of summonses entered into court after ours that had been issued, the clerk said that was true but she was`nt interested in hearing complaints, so we hand delivered a written complaint yesterday and today our applications and our exemptions were rejected and returned to us.
The opinion of everyone in charge seems to be that under no circumstances should anyone ever complain about the police, especially a respected senior officer but the complaint we entered was well deserved. Chief Inspector Mark Ling was suspended for sending an offensive text. Who cares! certainly not me, I think its pretty juvenile stuff but that was nothing to do with me. Our complaint was against his self made rule that "under no circumstances would he allow any investigation against Amicus Horizon staff" there is nothing juvenile about that, for us that was/is a very serious matter and the reason for that is Hastings police have watched and ignored us and others being verbally abused by Amicus Horizon staff, they have ignored complaints of fraud, threats of violence, theft, criminal damage and other offences while we all suffered!. They watched as we lived and slept on the floor in one room of our house for over two years!. They watched through the coldest winter this country had suffered for 30 years as Amicus Horizon disconnected our gas because there was no credit on the meter, they watched 5 false eviction threats. They watched as our children slept on chairs, they watched us demonstrate and protest in the street and they let off a dodgy solicitor who decided that instead of representing us he preferred for some mysterious reason to suddenly move to Amicus Horizons solicitors a few days after meeting with us and at the same time our files went missing. They ignored our solicitors lies and recorded evidence from us proving that he was a liar as well as the duty solicitor at Hastings police station.
Those are the reasons that we complained about the police and those are the reasons that our complaints will be resubmitted, I don`t care how much ducking and diving they all do our complaints will proceed because this is not just us, there are many instances of this Police - Amicus Horizon co operation which is wrong. I don`t care what was in the silly text and I even doubt that was the main reason he was suspended. I do know they were aware of our summons within an hour of it being handed into the court.
We are accused of breaking some unspoken rule
"Don`t complain about the police" is that the same type of rule as "Don`t investigate Amicus Horizon?" because they still have not accepted our complaints or any of the evidence. There is something wrong about all of this but not at our end.We will continue.
The above is why you should sign and share our petition because we (and by we I mean several others) need these things looked at fairly and thoroughly by someone who is not influenced by Amicus Horizon Hastings Council or Hastings Police and if there is a police officer out there who disagrees then it does`nt say much for any of them.
All of these problems were caused and made worse by Amicus Horizon.

We received a letter from Hastings county court today apologising for the delays in issuing our complaints against the police (still not issued) they say there was a delay caused to a few cases by an excessive workload. We have not received any contact from the police though, we presented them with complaints of theft accompanied by evidence and they still refuse to act.
To some Amicus Horizon disabled tenants this is normal treatment, no respect for their rights or property at all and the impartiality of the police once a crime is reported is so in favour of Amicus Horizon that it is embarrassing, Hastings council are even worse and as for Hastings court they refuse you even the right to speak. No one will prosecute Amicus Horizon staff no matter how dangerous or beligerent their behaviour becomes.
There is something dreadfully wrong in all of this. How many times have criminal complaints been presented to the police against this landlord? Dozens of times that we know of and just as many to Hastings council and at least three MP`s but Amicus Horizon remain immune from prosecution because they benefit from the protection of the police, it should not be like this and the police and Hastings council by their continued protection of these people are deliberately obstructing and perverting the course of justice.
We have a french solicitor who is willing to help us put our complaints against Hastings Police and Hastings council to the European court of Human Rights but would`nt it be nice if there was an English court who was willing to do this instead.

Amicus Horizon - Booker and Best Ltd - from Another Tenant = Booker and Best installed a new boiler after ten years of hell with the first one they fitted. Half an hour after they left the upstairs ceilings fell through as they had left so many leaks in the loft. When I complained I was told by a member of staff that I should live in the real world!!!!!.
Our summons against the police will be resubmitted on wednesday, no doubt to encounter more hurdles nevertheless we will continue.
Our reply to Jane Porters make believe letter to our MP will be posted recorded delivery tomorrow, It makes no difference to her she knows she can say and do exactly as she pleases because there is no way Hastings council or Hastings Polic are going to criticise Amicus Horizon. Not under any circumstances!

Amicus Horizon finally repaired our wall and fitted a handrail. This repair has only taken 5 years and 6 months, it has probably cost many thousands of pounds and that is because Amicus Horizon are so vindictive they would rather waste a million pounds fighting than paying out for minor repairs to the homes they deliberately damage themselves. 14th.07.2011 I spoke to soon, even Amicus Horizon agree that its a dangerous bodge up!
Hastings Police - The Chief Constable of Sussex have still refused to issue any replies to our complaints that we are not allowed to make a complant.
I am not sure if they are intent on protecting the lying local duty solicitors Holden and coor if they are protecting Amicus Horizon or their ex Holden and co solicitors or if Chief Inspector Mark Lings law is now officially U.K law.

Please join our protest on the 16th August so that we can at least get a reply and maybe even earn the right to report a serious theft and other more serious offences

We asked Amber Rudd to support our complaints against Hastings Police, in particular Chief Inspector Mark Ling who is currently under suspension but she replied that she could not which was extremely disappointing as she clearly supported him on her BBC broadcast. Chief inspector Ling told us that under no
circumstances would he investigate Amicus Horizon staff, Hastings police contnue to refuse to accept our complaints or our evidence. Complaints and petitions to the Chief Constable of East Sussex have had no response and Hastings Police Superintendent refused to respond other than to say that the Chief Inspectors suspension was not connected to our complaints. News reports stated that the offensive text that caused him to be suspended contained discriminatory remarks of a sexual racial or disability nature. We believe that our complaints did trigger his suspension and we also believe that is why Hastings court contnue to refuse to accept our summons against the police, even though we have a case number and confirmation that it was issued on the 02nd June. Our accusations of legal aid misuse by a local solicitor who is also the duty solicitor for Hastings police cannot get through to the proper authorities. Hastings needs and deserves an independent enquiry into these issues but without the support of our local MP the police can continue to obstruct any hope of justice in regard to any of these matters. I believe that Hastings authorities will feel much safer and far happier if legal aid is dispensed with altogether. As usual I take full responsibility for my comments and will happily offer evidence to substantiate my claims, the question is does anyone in authority want it? The police certainly don`t.
#onereddrop We have been invited to a meeting with the officer now in charge at Hastings police station. We have accepted this invitation, we have also been invited to a meeting with a London journalist which we have also accepted. I will ask both to enquire at Hastings Law Courts why they continue to block our attempts to issue a summons against the Chief Constable of Sussex after they and Lewes Crown Court both stated that our summons was well prepared and a case number issued.
The seven day repair to our wall has now passed 21 and is not looking good.The adaptations to our garden have apparently been "lost" by Amicus Horizon again! Perhaps they got them confused with other types of files that were also "lost!"

We have been forwarded a copy of an email sent to one of our supporters by the new Chief Inspector in response to enquiries about how the police are managing complaints fom disabled tenants of Amicus Horizon and it was very disappointing, pre judged before he even meets us. It is our sincere belief that the reason they refuse to investigate any of our complaints and arrest anybody is because then they would have to explain why Chief Inspector Mark Ling did not.
Hastings an Amicus Horizon Property
All we want or have ever asked for is for the police to represent the disabled tenants of Amicus Horizon Housing in the same way that they would any employee of Amicus Horizon Housing, at the moment we do not have that and I doubt that we will achieve it easily. Our main problems appear to be the sheer power of Amicus Horizon and the protective influence of the police on one of their own and I am not referring to C.I Mark Ling by that comment. Our police are known for their courage against any odds but I bet none of them would like to be in the position that their inactions have forced us into.

We are at present not helping anyone with their housing/benefit or repair problems those we were still trying for have decided to go anonymous because of percieved threats from Amicus Horizon but also because of our complaints against the police. It is not possible to assist anyone with these types of problems if you cannot disclose their identity for obvious reasons. Our own repairs are being done now and we are promised that our adaptions will go in on the 12th September, the remaining complaints have to be dealt with by a court. We will spend the next month rebuilding this site and making it easier to navigate, we will keep it updated.At least once every two weeks we will clone this site and continue to do that until we are satisfied that not one single person in authority who should be responsible for preventing businesses like Amicus Horizon from having too much influence over our council or police is not aware of the problems here. In other words until they put things right! We are not stopping simply spreading.
Amicus Horizon have added/altered/published their website waiver. It now states that the content of their website gives a General View. This is so they can continue to break promises to tenants especially I suspect in relation to their compensation policy. They say they have changed, we say this is a clear indication that they have not. Do not be put off by this waiver because it is not prominently placed and it is not on every page and if your complaint pre dates it then its not applicable anyway.
Why can`t they just behave in a way that does not offend or inflict harm? Why can`t they just be honest and say what they mean and then honour their word and their tenancy agreements?

Why can`t they just be good decent landlords? It`s not in their nature!

I write in relation to your recent complaint to the IPCC which I have been passed today as well as a previous complaint that had been sent to the Chief Constables Office.
I have been asked to temporarily take command of Hastings District whilst the investigation into CI Mark Ling takes place but previously I was the crime manager for East Sussex Division and prior to that was based in Brighton. I hope this assures you of my independence in this matter.
Due to the fact that I am unaware of the background to your complaints (other than the information provided via the IPCC and CC's office) it would be useful to discuss in order that I can investigate further. I am going away this weekend but return to work on Tuesday 26th July at 1400hrs. I would be free to meet with you that evening if it suited. I have tried to call you a couple of times on the number you provided the IPCC but it rings with no reply.

Dear Ms F, I write in relation to your E-mail below which raises a number of issues in relation to Amicus Housing. Firstly could I apologise in the length of delay in responding to this matter. I have recently returned from a three week course in South Wales and have been catching up with correspondence since my return. Due to a change in management in Hastings I have only just received this matter to investigate. You state in your E-mail that "Sussex Police refuse to accept complaints or evidence of crimes perpetrated against disabled residents by Amicus Horizon staff." This is absolutely not the case. Under the National Crime Recording Standards we are obliged to record any complaint of a crime and to investigate accordingly. However, if the matter does not meet the criteria of a "criminal matter" then we are unlikely to investigate. Many of the issues that get reported to us are a matter for the civil courts and it is through this process that we would anticipate any further action to be taken. The exception to this would be matters of Anti Social Behaviour and I would expect to see a joint response from the police and our partner agencies to manage any such issues. Where matters are reported to Sussex Police either through our call handling centre or directly to staff, they are recorded on an incident management system and allocated accordingly. I would then fully expect my staff to investigate properly regardless of who the complaint may be about. It also creates a full record of all matters reported to us and the response that has been given. However, if you have any specific examples of where this has not occurred or you believe that Sussex Police have acted improperly then I would be very happy to investigate further. I hope that this answers your query and that it helps to explain why Sussex Police may sometimes be perceived to have taken no action in areas where we have no jurisdiction. We are shocked and dismayed at the attitude of the police towards our complaints which are certainly not of a civil nature and it is our right to have our complaints accepted and investigated just as you would complaints from Amicus Horizon Housing Association or Hastings duty solicitors.If our complaints are not going to be taken seriously is there any point in any member of Sussex police pretending any interest in a meeting?You mention anti social behaviour, we certainly do have evidence of that and also theft and/or perverting the course of justice and definite evidence of issuing false statement to a police officer and as you stated in your reply below you are aware of the nature of our complaints passed to you from the IPCC and the Chief Constable and we do not understand why you have chosen to imply that all are of a non criminal natureYour explanation to our concerned member that you have been away on a course is not a reason for any delay by the police who should have acted on these complaints many months ago, years in some cases. You also state that the police are obliged to record complaints of a criminal nature and I doubt that anyone could reasonably dispute the fact that you have failed to do this on numerous occasions from several disabled Amicus Horizon tenants. We are shocked and dismayed at the reply you have supplied to this enquiry, never before have we heard so many different excuses from so many different police officers in relation to non starting an investigation, it is shocking.Theft is not a civil issue, or anti social behaviour and we have already been assured by a police officer with 23 years of experience that the police can and should act on complaints of harrassment and again we are truly shocked at the influence Amicus Horizon Housing Association appear to have over your police force.Your statement that ." This is absolutely not the case. Under the National Crime Recording Standards we are obliged to record any complaint of a crime and to investigate accordingly. However, if the matter does not meet the criteria of a "criminal matter" prejudges an investigation into a complaint that you have no knowledge of and I repeat our request to have our complaints dealt with properly, we did not approach the police with these matters recklessly or in any attempt to seek attention and we have never been comfortable about our complaints against the police which is a situation that is of great concern to us and is causing us extreme anxiety. Your officers have acted incorrectly and if we did not have specific matters to put to you we would never have complained in the first place, we certainly would not be publishing details or organising petitions.We are going to pursue these matters until they are dealt with properly but it is for you to decide if you would still like to meet with us but if we do attend any meetings with any police officer nothing will convince us that the offences against us are of a civil nature and nothing will convince us that the police have acted properly or even kept to their word that they would be in touch with us. The last contact we had we were advised that the police would contact us on the 25th May but they never bothered.If it is the intention of Sussex police to deal with our complants fairly may I once again state to you that I wish to report a theft and that if Sussex police act as they should have done many weeks ago and attend the offices of Hastings duty solicitor Jocelyn Holden Liberty Buildings Robertson Street Hastings (as previously requested on 5 occassions) and take possession of our files currently held there, they will find that not only has a theft occurred but that false statements have been issued to the police as our telephone recordings have already shown. Mr Holden has already recieved ample warning from the police that we have reported these matters and more than ample time to create false evidence and we hope that you will act as soon as possible to secure this fast disappearing evidence, You have our consent to take possession of these files if you need it and I think it would be very helpful if you had them prior to meeting with us then you could listen to our recordings of Mr Holden. Dear Mr Morgan,As you will understand from my E-mail to another party I have not made any inference or drawn any conclusions about the nature of your specific allegations. It is a shame that you have chosen to read the E-mail that way.The E-mail that has been forwarded to you was a response to another E-mail which had been sent by a colleague whilst I was away which adds the context to my comments. Obviously reading the E-mail in isolation has led you to misunderstand. It also states the position of Sussex Police in relation to the reporting of crime as that individual had no matters that they wished to report personally. You will also note I received your complaint from the IPCC after I had sent that E-mail.As I stated in my previous E-mail I cannot possibly comment on your situation until I understand what it is. Dear Sir, I will attend the meeting at Hastings police on tuesday 1900 hours, may I ask that it could be conducted downstairs as stairs are difficult for me. I will be accompanied by my wife incase I am ill but she is not involved in any of these issues. May I also state now to save me doing so on the day that my civil action against the police is not designed as any sort of cash raiser, the only reason a financial value has been placed on those claims is because the court would not accept our applications without one as the courts have no powers to order the police to do any service. Will the police be collecting my file from Holden solicitors? I cannot because he will only release it to me if I sign a reciept for files that he no longer has so that he can extricate himself from the difficulty he is in because of his own past actions.
