So what was in the text message? A police officer says: This must be dynamite to get a Chief Inspector suspended, he then criticises the waste of public money £147. 00 per day and suggests that we will find out eventually after a week, or a month, or a year, or never.

R.C;At least the suspension will give him a break… unless I've misunderstood the nature of the duties of a "district commander", this is just one example of the all-too-prevalent abuse of the chief inspector rank.
I have to say, I'm coming around to the notion that the rank should be abolished - not because it isn't necessary, but because it's the only way to stop the abuse.
It does`nt seem to make any difference what goes on involving the disabled in this town or more specifically if it involves anything that may involve Hastings council - Amicus Horizon or a dodgy solicitor. The disabled are "Never in the Public interest" here unless it is to abuse them, bully them threaten them or accuse them of scrounging! Look higher up the page at the council squandering and its not difficult to identify the real scroungers.
We want to know the content of this text message because of the possibility that it was directed at us or our site or any disabled person or group in this town, we want to know the content because even if we are not in the public interest this high ranking public servant is?

We actually received a letter from Amicus Horizon today about our long awaited wall repair. Apparently the man who came out and inspected the wall (weeks ago) is coming out on the 21st to "inspect" the wall. Nothing changes Amicus Horizons way of making sure its out of bounds until the wnter "again" They have asked if I can attend this inspection to discuss what repairs are needed, I am rarely lost for words but I have run out of ways to explain that the bricks need to be stuck together rather than just balanced one on top of the other.
Our friendly Hastings public servant gave us an update on Hastings councils latest plans for our adaptations, It will not change anything, Hastings council what a sad bunch!

After a wait that has lasted years, kept our rooms empty for months, 12 Surveys, 3 applications all of which were approved, we have finally reached the stage where Amicus Horizon will permit Hastings council to complete another application form. This great event will take place on the 28th June 2011 if any of you would like to come along and witness please do.
We know exactly what Hastings council are doing, with this and every other application, no other Hastings council has ever sunk as low as this one has under the guidance of Amicus Horizon Housing Association.We will go through the same motions again for the adaptions even though we know it will be pointless. We will not allow ourselves to get bored or downhearted, we will just record, keep records until the day comes when these bullies are called before a judge who hopefully will at least want to know the true nature of the relationship between Amicus Horizon-Hastings council-Booker and Best Ltd - Senior Hastings Police.

On the 1st June 2011 we filed a complaint into Hastings county court against Hastings police. This complaint had been rejected previously because of errors so before taking it into Hastings court we took it to the Crown court office in Lewes and they gave us advice on presentation - exemption etc. When we finally submitted it into Hastings court we asked for it to be checked to make sure there were no errors. Hastings court staff went through it carefully and said it was alright.
We phoned the court a week later and asked if everything was in order and if it had been issued, they told us our exemption had been cleared but there was a delay in entering the summons on the court computers because of staff shortages.
We phoned again a week later and were assured that everything was fine but the summons had not been issued because they were too busy.
We phoned a week later and asked the same and received the same answer. It was at this point that I complained because I was aware of summonses entered into court after ours that had been issued, the clerk said that was true but she was`nt interested in hearing complaints, so we hand delivered a written complaint yesterday and today our applications and our exemptions were rejected and returned to us.
The opinion of everyone in charge seems to be that under no circumstances should anyone ever complain about the police, especially a respected senior officer but the complaint we entered was well deserved. Chief Inspector Mark Ling was suspended for sending an offensive text. Who cares! certainly not me, I think its pretty juvenile stuff but that was nothing to do with me. Our complaint was against his self made rule that "under no circumstances would he allow any investigation against Amicus Horizon staff" there is nothing juvenile about that, for us that was/is a very serious matter and the reason for that is Hastings police have watched and ignored us and others being verbally abused by Amicus Horizon staff, they have ignored complaints of fraud, threats of violence, theft, criminal damage and other offences while we all suffered!. They watched as we lived and slept on the floor in one room of our house for over two years!. They watched through the coldest winter this country had suffered for 30 years as Amicus Horizon disconnected our gas because there was no credit on the meter, they watched 5 false eviction threats. They watched as our children slept on chairs, they watched us demonstrate and protest in the street and they let off a dodgy solicitor who decided that instead of representing us he preferred for some mysterious reason to suddenly move to Amicus Horizons solicitors a few days after meeting with us and at the same time our files went missing. They ignored our solicitors lies and recorded evidence from us proving that he was a liar as well as the duty solicitor at Hastings police station.
Those are the reasons that we complained about the police and those are the reasons that our complaints will be resubmitted, I don`t care how much ducking and diving they all do our complaints will proceed because this is not just us, there are many instances of this Police - Amicus Horizon co operation which is wrong. I don`t care what was in the silly text and I even doubt that was the main reason he was suspended. I do know they were aware of our summons within an hour of it being handed into the court.
We are accused of breaking some unspoken rule "Don`t complain about the police" is that the same type of rule as "Don`t investigate Amicus Horizon?" because they still have not accepted our complaints or any of the evidence. There is something wrong about all of this but not at our end.We will continue.

We received a letter from Hastings county court today apologising for the delays in issuing our complaints against the police (still not issued) they say there was a delay caused to a few cases by an excessive workload. We have not received any contact from the police though, we presented them with complaints of theft accompanied by evidence and they still refuse to act.
To some Amicus Horizon disabled tenants this is normal treatment, no respect for their rights or property at all and the impartiality of the police once a crime is reported is so in favour of Amicus Horizon that it is embarrassing, Hastings council are even worse and as for Hastings court they refuse you even the right to speak. No one will prosecute Amicus Horizon staff no matter how dangerous or beligerent their behaviour becomes.
There is something dreadfully wrong in all of this. How many times have criminal complaints been presented to the police against this landlord? Dozens of times that we know of and just as many to Hastings council and at least three MP`s but Amicus Horizon remain immune from prosecution because they benefit from the protection of the police, it should not be like this and the police and Hastings council by their continued protection of these people are deliberately obstructing and perverting the course of justice.
We have a french solicitor who is willing to help us put our complaints against Hastings Police and Hastings council to the European court of Human Rights but would`nt it be nice if there was an English court who was willing to do this instead.

Due to the fact that I am unaware of the background to your complaints (other than the information provided via the IPCC and CC's office) it would be useful to discuss in order that I can investigate further. I am going away this weekend but return to work on Tuesday 26th July at 1400hrs. I would be free to meet with you that evening if it suited. I have tried to call you a couple of times on the number you provided the IPCC but it rings with no reply.

Dear Ms F, I write in relation to your E-mail below which raises a number of issues in relation to Amicus Housing. Firstly could I apologise in the length of delay in responding to this matter. I have recently returned from a three week course in South Wales and have been catching up with correspondence since my return. Due to a change in management in Hastings I have only just received this matter to investigate. You state in your E-mail that "Sussex Police refuse to accept complaints or evidence of crimes perpetrated against disabled residents by Amicus Horizon staff." This is absolutely not the case. Under the National Crime Recording Standards we are obliged to record any complaint of a crime and to investigate accordingly. However, if the matter does not meet the criteria of a "criminal matter" then we are unlikely to investigate. Many of the issues that get reported to us are a matter for the civil courts and it is through this process that we would anticipate any further action to be taken. The exception to this would be matters of Anti Social Behaviour and I would expect to see a joint response from the police and our partner agencies to manage any such issues. Where matters are reported to Sussex Police either through our call handling centre or directly to staff, they are recorded on an incident management system and allocated accordingly. I would then fully expect my staff to investigate properly regardless of who the complaint may be about. It also creates a full record of all matters reported to us and the response that has been given. However, if you have any specific examples of where this has not occurred or you believe that Sussex Police have acted improperly then I would be very happy to investigate further. I hope that this answers your query and that it helps to explain why Sussex Police may sometimes be perceived to have taken no action in areas where we have no jurisdiction. May I also state now to save me doing so on the day that my civil action against the police is not designed as any sort of cash raiser, the only reason a financial value has been placed on those claims is because the court would not accept our applications without one as the courts have no powers to order the police to do any service.
