Welcome to Tim`s Page.
Tim and his lovely wife Brenda live in Hastings and are tenants of Amicus Horizon. Like many others they have suffered a variety of problems with their Social Housing landlord and also like many others they are both disabled.
Pasted below is correspondence to and from Tim and Amicus Horizon or Hastings council.
Like the rest of us Tim went through the labourious complaints procedure which only seems to have two purposes, one to wear the tenant down until they are at a hopeless state of depression, and two to run them out of time to pursue damages in the civil court. Amicus Horizon does not use these type of policies just for fun. Disability discrimination has a 6 month time limit to bring proceedings in the civil courts and Amicus Horizons complaint procedure seems to average about 8 months, coincidence?
Tim is nobody`s fool but he soon found out that passing his complaint on to a subservient Hastings council was even more frustrating than putting up with the abuse from Amicus Horizon because it is extremely difficult to find a case passed to Hastings council where Amicus Horizon have been penalised and I say that in kindness to Hastings council because five years of searching newspaper stories, the internet and interviewing tenants I have not found one case where the council has acted against any member of Amicus Horizons staff.
The correspondence below does not start at the beginning of Tim`s complaints but no doubt he will want to add to this page in the future.
Councillor Westley has objected strongly to Tim recording telephone conversation`s, she says that she is studying the law and he is breaking it although she has no objections to Amicus Horizon staff offering false identity`s to gain entry into Tim`s house. If Tim decides to share his recordings which I know he has I will post them on this page so that we can all share and I will also add them to our own recordings page.

The first we heard of any meeting was in your email to us on the 13.07.10,

You make no mention of the date of the meeting, i texted my support worker early on the 14th to ask if he knew of the date, and he texted me back saying he didn't, He then phoned me 2-3 hrs later to tell me that there was a letter in the post, he said he couldn't confirm the contents, we receive our post early afternoon

The letter is dated 09.07.10 it took 5 days to receive this letter so we were quite surprised of the short notice, as the meeting was planed for the next day, Due to you suddenly pulling out of the meeting due to other commitments and Ms Anderson's short notice I pulled out.

Ms Anderson is clearly laying blame to myself for the meeting being cancelled. I told Ms Anderson that the whole episode is quite distressing our complaints have been allowed to escalate and drag on for some 15 months, and we wish our complaints to be upheld and any meetings to be of fair notice.

We understood that Ms Anderson worked in the complaints dept, her letter clearly states that she is our area manager (xxxxxxxxx) based at xxxxxxxxxxxxxxxxx.

My wife and myself are looking forward to your visit to our home with regard to Anti Social behaviour and other, I've heard nothing from Amicus-Horizons regarding Mr M Thompson's deception and false representation he used to gain entry into our home, we understand he should have put he's visit in writing.

I have heard nothing also with regard to Mr Spencer's false statement, he even says if i want him to visit our home he will. No thank you Mr Spencer.

Mr Spencer and Amicus-Horizon has never acknowledged the signed statement i gave the previous Housing Officer Mr T Thywaites before the tenants meeting.

I wonder Please could you make contact with Chief Constable and ask him why he and the Borough Commander are ignoring my complaints against Inspector Bright and three (3) of he's officers .

For the record I spoke with PCSO xxxxxxxx 2 weeks ago outside our home, and he confirmed Mr Thywaites did take notes at the tenants meeting 09, this contradicts Mr Spencer's false statement.

It took Amicus & the police 12 months to inform us that there is additional Policing in the area, we find this delaying notice unacceptable and it was a total of 14 months before we saw a Policeman due to a wino being outside our home, we still find Mr Thompson of Amicus foul conduct quite distressing.
We are also quite distressed with Amicus & the Police false accounts.
I noticed that you copied pcso xxxxxxxxx, am i to assume this is PCSO xxxxxxxxxx , if so we have an outstanding complaint against him, as if it wasn't for him ands 2 colleagues there would not been an Arson attack on a car that was one and a half metres from our home in broad daylight and not in the evening as Inspector Bright falsely states.
We will wait for the meeting when you are available.

Brenda and myself thank you for taking the time to listen to our complaints against Amicus Horizon 19.06.10, while we were at the wishing tree gathering you introduced us to Mr Chadwick of Amicus Horizon's as your recall he said in your presences that he has been in regular contact with my support worker Mr G French, when i relaid this to Mr French he said that he'd only spoke to Mr Chadwick twice (2) Once over the phone, and once in a meeting.
Mr Chadwick phoned our home on Thursday 24.06.10 at 17.05 rather than him refer to me as Mr xxxx he was addressing me by my first name, i informed him that this was informal, i also told him the tenants meeting we attended 14 months ago was a total farce as i had informed him that i received a letter that day from Mr Spencer our housing officer dated 22.06.10 he refers to the tenants meeting 14 months earlier Mr Spencer falsely states in he's letter no notes of the meeting were taken,hat this was confirmed by a colleague of he's but offers no name of this alleged colleague, he also falsely states the police can confirmed this. I shouldn't think the police would want to purger themselves.
Mr Spencer makes no mention of the tenants that were present, Mr Spencer is clearly indicting that i and the other tenants present are lying, when we saw Mr Thwaites take notes of our names and addresses and he appeared to be taking notes recommendations and what we suggested for an outcome.
Mr Spencer clearly has a very short memory. as he was in our house one day in the presences of Mr M Thompson Manager of Amics Horizons, and Mr M Thompson informed Mr Spencer that there would of been notes of the meeting and asked Mr Spencer to look into it. this meeting at our home was some months ago, Mr Spencer only now responds.
Amicus Horizons have still not informed ourselves to what action they are going to take against Mr M Thompson as to how he gained false entry into our home and under a false identity.
As for my conversation with Mr Chadwick i put the phone down.
For the record i phoned the police and asked them whats the procedures with regard to tenants meetings. I was informed that One of the procedures that notes are always taken, but we already know that because Mr Thompson told us. they also informed me that they would look into this issue and would get back to me on Monday 28.06.10.and they also said that they would send myself a copy.
The issue around the wino's won't go away, as they converge at the at the side of our home on the grassed area and urinate in the hedgerows. Mr Chadwick states he not aware of the area i am referring to. if he was that concerned he would of visited the area by now.ADDITIONAL LIGHTING
Additional lighting is widely noted on Amicus Horizons leaflets, Yet when i asked Mr Thompson about additional lighting in our area some 4 years ago, he said he would look into it and we've heard nothing since on this issue, if Amicus Horizon isn't going to address an issue, then why bother noting it.Mr French said that he had written to Mr Chadwick and we've yet to receive a copy of it.

With further regard to the handy-man installing the extention leads (electrical) once he drilled a large hole in our worktops he had no cause to cut the main lead on our freezer, all he had to do is pass the plug through the hole with the lead connected to it.

Also while you were in our home yesterday i did say that you were aware of our complaints yet i had to remind you of them, on a oversight i over looked to remind you of Mr Maddell ( Director of Amicus Horizon) letter where he falsely states in his letter that my OT Ms xxxxx said that the raising the power points were not required in our home, Ms xxxxx catorogority denied saying this yet Mr Maddell states Amicus Horizon will carry out these adeptaions anyway !!.

When Ms xxxxx and Ms Potter from the adaption team attending our home for 2nd time, again in front of Ms Potter i ask Ms xxxxx did she say that the adaptions were not required and she said no she never said it, i then allow them both into our home, so where did Mr Maddell get he's information from. Mr Maddell behaviour did cause confussion and further distress to ourselves.

Mr French told myself and my wife that he was a senior project worker and had been involved with ourselves for many months.
We assumed he was going to pursue with our complaint against Mr D Ryan OM ASC and Mr Lowe S W ASC for ESCC, Please refer to Ms O'xxxxx letter of Sep 09.
I addressed 2 e-mails of complaints to the Manager of Home-Works, but i never received a response. I told Mr french i found this to be ignorant and he just fobbed me off.
He verbally told ourselves he was not going to pursue our complaints against public servants with-in ESCC ASC TEAM he offered no reason for this !!, He went on to say that some of the services noted in the Home-Works booklet ARE FALSE !! .
My daughter has the same booklet has she been told the same !!.
he said that he could assist with our debts this was over a number of months, he admitted in our home on 05.08.10 that he's support was not very successful.
Mr French was in our home on 05.08.10 as he said he would assist in our complaints against our landlords while in the presence of Cllr Westley, a housing Manager and Mr Morgan of 1066ha Mr French dropped he's bomb shell and told them that he is a Manager of Home-Works !! thats not what he told us !!.
After the meeting broke up Mr French said he would contact the Housing Manager and thank her for turning up, but we already done that, !! and to discuss with her that Housing Officials should give their true identity when visiting tenants.
Mr French was in our home to support ourselves and not to relay information to outsiders !!.
On leaving our home Mr French said that he would no longer support ourselves and said goodbye.
Myself and my wife trusted Mr French yet he pursued with he's deception !!. Further more we did ask Mr French not to contact the Housing official but he was quite adamant he was going to.

We are not aware if you have received our recent e-mails sinse your visit to our home on 05.08.10 with regard to additional complaints.
I did inform Mr Baines yesterday 10.08.10 that we have not received the notes of our meeting on 05.08.10. I also informed Mr Baines that the only manager that was polite towards ourselves was Mr D Goodsell !!.

We can't reiterate enough how distressed we have been left by the behaviour of others.

There's no ex-cussing Mr Thompson's behaviour, he clearly used he's past position to influence he's entry into our home which is clearly deception, if we had behaved in this manner we would have been in prisoned.

We don;t except Mr French comparing Mr Thonpson behaviour to those at Home-Works, they did not give a false identity but Mr Thompson did.
I believe Mr French pulled out of our complaints against yourselves as he was aware i was going to ask Home-Works to assist ourselves in-court proceeding which is one of the services they offer in there booklet.

Dear Mr xxxx,

Many thanks for your hospitality the other day and I hope that your issues have been dealt with by Amicus Horizon. For my part however I enclose herewith a copy of my notes taken on the day which I am sure you will appreciate are not verbatim.

In relation to the cars parking in front of the drop kerbs in Hollington Old Lane, I contacted the Highways Department at the Council and they responded this morning to inform me they are sending a team of parking enforcement officers to the area and if there are indeed any vehicles parked illegally they will be issued with a fixed penalty notice.

In relation to the email you sent regarding your support worker Gary French, I am sorry but I am unable to help with this problem as it would be a County Council issue and I am a Borough Councillor.

I will be sending this to PCSO xxxxxxxxxxxxxx to update him as to the current situation and to ask they he continues regular patrols until we have heard more regarding a solution from Amicus Horizon.

Multi Agency Meeting 5th August 2010

Meeting with Mr & Mrs at their home xxxxxxxxxxxxxxx. Other people present were: Gary French - Suppork Worker; Graham Morgan and his son - 1066 Housing Action; Laura Anderson - Area Housing Manager Amicus Horizon and myself.

Mr Hart raised the issues he has been facing as:

        Rubbish that is floating around outside on the communal areas
        The grass verge at the side of his house causes Anti Social Behaviour due to the congregation of drunks etc .. They would like CCTV or the grass being turned over or fenced off in order to prevent further use and problems
        The RSO visited on Tuesday and done some work and not a crunb was left which is a good thing, however when the electrician came they had to cut the wire on the freezer in order to "poke" the wire through the worktop which Mr xxxx is not happy about albeit the freezer is still working.
        There were no notes kept of street meeting from June last year which has angered Mr & Mrs xxxx

Laura Anderson (LA)said that she accepts there were failures in the past in this instance to keep a correct record of what had been said and by whom and that she assured Mr & Mrs xxxx that this would not happen again. She went on to say that in future there will be written notes and a copy of that will be sent to Mr & Mrs xxxx to ensure they are correct.

I suggested that perhaps Amicus should always write to the tenant prior to a visit with the name and position of the person attending and an explanation as to why they will be visiting. (LA) confirmed that this was a good idea and indeed will be suggesting this happens in future.

Mr xxxx commented about the constant ASB but (LA) commented that there had been a report in June, in which a call had been made to Amicus and within 20 minutes pcso xxxxxxxx was in attendance. There was also a further incident reported in July which Richard Spencer dealt with immediately.   Mr xxxx commented that that was dealt with by that it was not good enough and that there was someone on the grass verge drinking cider on Tuesday and they have never seen police around that area at all.

On the 4th May 2010 Sid Babbage was rude and aggressive when he came round to look at the upstairs windows and the carer was there to witness it. All Mr & Mrs xxxx wanted was a letter to confirm that the windows were not suitable for disabled people in case of a fire but Mr Babbage apparently became aggressive and angry about it. He did however send the letter of confirmation.

In relation to the ASB on the grass area which Mr xxxx kept coming back to … Mrs xxxx felt that it would not help having extra lighting as this may encourage more people to sit there. I suggested that perhaps the LEAF fund may be helpful to pay for plants; bushes etc which would help keep the area looking nice but discourage people from sitting there. LA suggested the LIF fund may be better. She will look into this and get back to me.

Graham Morgan (GM) suggested that the solution may be to re-introduce the old caretaker system but this was agreed to be impractical as the current system is the RSO.

Mr xxxx commented that he had complained about John Head who had turned up and their property banging on the door and nothing had been done about that either and he feels that his complaints are being ignored.

GM commented that he had made recordings of bad behaviour from Amicus workers and that they were on their website www.1066HA.co.uk http://www.1066HA.co.uk LA asked if this meeting was being recorded and GM confirmed that it was not and I commented that it would be illegal to do so without out prior consent and if that was the case I would not be happy about that.

Mr xxxx also commented that the drop kerbs in the old lane where being blocked by parked cars and making it impossible for people in disabled buggies to mount and dismount the pavement. I said that I would look into this and get back to them.

In Summery

Laura Anderson will
        make sure correct written notes are taken when meeting with residents
        The complaints regarding John Head and Sid Babbage are looked into and report back to Mr xxxx
        Make sure that a letter is sent to Mr & Mrs xxxx prior to any visit to explain, who, when and why they are coming.
        To find out if LIF/LEAF can fund some plants, fencing etc for the grassed area at the side of Mr & Mrs xxxx House

        Communicate with Amicus to ensure that all the above has been completed
        Find out about the parking of cars across the drop kerbs in the Old Lane.
        Inform the Police as to the outcome of the meeting and ask that they increase their patrols.

As I am referred to in these "partial" notes I would point out to councillor Westley that it is not illegal to record conversations in your own home, you can legally record any event that takes place on your property. Councillor Westley has not mentioned the other issues we raised on Mr xxx behalf such as the dangerous drain cover outside his property. I watched councillor Westley`s note taking very carefully and whenever she was hearing something she did not like she just stopped writing. If Amicus Horizon would stop dishing out £20 shopping vouchers and leafy plants and realise that what is needed is for the bullying to stop no progress will ever be possible, look at at the names; Steve Madell - Sid Babbage - Jon Head now look at the other bullying complaints and see the same names! Councillor Westley and Amicus Horizon are as free to post on this site as any tenant is in fact Amicus used to but the return comments that their postings attracted from angry tenants made them cease but I will post any comments from them and I do not edit comments other than blanking names of vulnerable tenants.

You make no mention Mr Thompson, gained entry into our home under a false identity, nor do you mention Mr Maddell's false statement with regard to my OT Ms C xxxxx .

I feel that you haven;t fully addressed the issues that were raised in our home, I am also quite aggrieved that it took Amicus-Horizon 16 months to address our complaints, this was due to us having to ourselves having to involve you.

The tenants meeting took place APRIL 09 and not in JUNE 09.

I would like to add while doing this e-mail to yourselves our new housing officer turned up at our home at 12.15 pm uninvited and no written notice, i have just read in your e-mail that yourself and Ms Anderson any housing persons want to visit our home we would receive written notice first.

It is quite clear that you have no intentions of fully responding to my complaints. As i find your menial response confusing, contradicting and false.I am not alleging what Mr French told ourselves i,m stating what HE TOLD OURSELVES !!., You falsely state you have investigated the points i raised.
You chose not to mention my complaints against public servants of ASC ESCC or Home-Works involvement SEPT 09, You also make no mention that when Mr French became involved he said he was not going to pursue with our complaints against ESCC. (We know why now).You must have been aware of Mr French's involvement as you clearly note he's History of Titles he held.
He did not mention Home-Works had changed its name's!!.
He failed to support a colleague Ms xxxxxx, when she told my S/W Mr xxxx that he should explain why he falsely attended our home on 21.07.09 and misled myself with regard to my Personal Care. he spent 1hr &20 minutes saying a service provider from Q,H.C was coming to our home , when in fact HE HAD MADE IT UP !! Mr xxxxxx visit to-our home was agreed by he's O.M Mr D xxxx.
I told Mr French that Mr xxxx did not respond to Ms xxxxxx as he had no respect for her post and Mr French made no comment.
Your clearly indicating that Mr French of Home-Works don,t provide Advocacy Service, then why did he behave like an advocate as he even offered to support us with regard complaints against our landlords. While he was in our home on 05.08.10 at the meeting he arranged with our housing manager and Cllr Westley did he tell you that he spoke on our behalf, if this not the roll of an Advocate !!.
He certainly behaved like it.As you indicate this is not he's roll then why did he get involved !!.
You state he told ourselves he was going to tell the housing manager he was closing our case is false and he knows it !!, he told ourselves he just wanted to thank her for visiting us.
For you to state he acted appropriately is false, he had no right to relay information to our landlords, he was our representative not there's !!.Cllr Westley stated in her e-mail we should report him to ESCC. Cllr Westley is not aware that ESCC fund he's wages and yours, ESCC have no more interest in investigating staff at Home-Works than Home-Works have investigating public servants with-in ESCC there in one anthers pockets !!. We have a document from ESCC which clearly states that they have to answer for their actions.
